Nigeria's President Muhammadu Buhari plagiarized quotes from U.S. President Barack Obama in a speech promising change in the West African country, his office said on Friday.
Last week, Buhari gave a speech to launch a campaign titled "Change begins with me," part of his credo to end graft in Africa's biggest economy which is gripped by mismanagement and poverty despite sitting on vast energy reserves.
But one paragraph in the speech urging Nigerians not to fall back "on the same partisanship, pettiness and immaturity that have poisoned our country so long" was copied from Obama's victory speech after his election in November 2008.
"It was observed that the similarities between a paragraph in President Obama's 2008 victory speech and what President Buhari read in paragraph nine of the 16-paragraph address... are too close to be passed as coincidence," Buhari's office said in a statement.

According to University of Bradford and Leicester
There are basic punishment for plagiarism as follows:

Plagiarism punishment

1.      These include failing the assignment and having to redo it.

2.      Suspending a politician for plagiarizing.

3.      Force to resign.

4.      Notoriety as a plagiarist can effectively end a career.

5.      The plagiarist may be asked to leave their job or be fired.

6.      When this happens, it can be difficult for the individual to find employment in the same field.

7.      Political figures will receive heaviest consequences to their reputation.

·         Destroyed Professional Reputation
·         A politician, or public figure may find that the damage from plagiarism follows them for their entire career. Not only will they likely be fired or asked to step down from their present position, but they will surely find it difficult to obtain another respectable job. Depending on the offense and the plagiarist’s public stature, his or her name may become ruined, making any kind of meaningful career impossible.

The measure taken to warn plagiarist

The Deputy Director linked to the plagiarism incident in President Muhammadu Buhari’s speech when he launched the “Change Begins With Me” campaign has been redeployed from the State House.
Investigation by Daily Trust indicates that the disciplinary process has begun for the officer, who was discovered to have copied part of a speech by President Barack Obama of the United States.

“At 8 o’clock on the Monday morning following the allegations, he reported at the office of the Head of Service, and he was immediately asked to vacate his position and office at the State House pending further measures which will be guided by civil service rules and regulations,” Daily Trust gathered.

The Presidency has also taken steps to avoid a repeat of such an embarrassing occurrence which sources said goes against everything that President Muhammadu Buhari represents and stands for.
A new digital process has been put in place in the State House to aid the process of drafting speeches. This includes the provision of tools that detect plagiarism, similar to those used by editors and academics around the world.

When contacted over this development, the Senior Special Assistant to the President on Media and Publicity simply said “the officer is no longer in the State House.”
